Born in Rouyn-Noranda, Québec. Educated at St. Francis Xavier University (1955-58), McGill University (B.A. 1960) and University of Ottawa (LL.B. 1965). Called to the Bar of Ontario 1967. Partner, McHugh, Devine & McArthur (1967-93). Appointed Judge of the Tax Court of Canada on April 2, 1993.
