The Honourable EDMOND P. BLANCHARD

Born May 31, 1954 in Atholville, New Brunswick.  Education at Dalhousie University, Halifax, 1975 and 1978.  Called to the Bar of New Brunswick, 1979. Appointed Queen's Counsel in 1991.  Practised with law firm in Campbellton, New Brunswick, 1979-1987.  Elected to the New Brunswick Legislature, 1987. Re-elected in 1991, 1995 and 1999.  Minister of State for Mines, 1989 to 1991;  Attorney General and Minister of Justice and Minister Intergovernmental Affairs, 1991 to 1995;  Minister responsible for the Regional Development Corporation, 1991 to 1993;  Minister of Finance, Chair of Board of Management and Minister of State responsible for Quality, 1995 to1999; Official Opposition Critic of Natural Resources & Energy and Aboriginal Issues, 1999.  Appointed Judge of the Federal Court of Canada, Trial Division and ex officio member of the Court of Appeal, October 5, 2000. Judge of the Court Martial Appeal Court of Canada since December 13, 2000, and  member of the Competition Tribunal since October 29, 2002.  Since July 2, 2003, the date of the coming into force of the Courts Administration Service Act, he is now Judge of the Federal Court.Appointed Chief Justice of the Court Martial Appeal Court of Canada, September 17, 2004.
